There should be no edit button.
Changes should be immediately saved if "current user" is the "owner" of the current page
if the owner of the current page is someone else, then a "submit edits" button will send the edits to the owner for approval
The editable state should look like a normal page, like Apple Notes. i.e. no text box style, no active input. Just editable text always.
