Especially algorithmic suppression and manipulation which goes against expected behavior
Perhaps it'd be kinda like how exit polling works, each device would report what its expected value is (how would we attain this?) and compare it to the actual value
Users could install "Censorship monitor" on their devices which would report what they're seeing and compare it to everyone else
It would also help to reverse engineer recommendation engines, which aren't themselves necessarily censorious, but that must be determined by the data
