This only applies to duplicates within the same scope (same user, same group)
Merge pages if duplicates are detected
For "duplicates" in different scopes (different users, different groups), we should surface them via Similar pages in Page discovery
Then again sometimes pages might have the same titles over and over again because they're daily notes or daily observations, so perhaps those could go into Timeline view filtered by same title
