By spam I mean shilling low-quality things or scams or something
how will people try to spam the system?
What other types of spam might be engaged in?
Perhaps by limiting the desirability of clicking on External links we can prevent link-click scams
Admins need to be able to hide users and mark them as spammers and the spammers can appeal the decision by providing information about why their behavior was not spammy lol
